Control of Fertilizer Imports and Expansion of Ukraine’s Mineral Fertilizer Exports
Ukraine's Minister of Agrarian Policy, Vitaliy Koval, held a meeting with mineral fertilizer producers to discuss import control and export expansion opportunities. The key challenge for Ukrainian companies is the import of fertilizers, especially from former Soviet countries with access to cheap gas, leading to price dumping. In the first four months of 2025, nitrogen fertilizer imports reached 1.2 million tons, while domestic production was only around 500,000 tons. This limits industry development due to reduced profitability and workforce reductions. Additionally, Russian shelling damaged infrastructure, compounding difficulties. The Minister outlined plans to expand exports to Africa, Asia, and the EU, including establishing a fertilizer hub in South Africa. Government support is expected to boost exports and strengthen Ukraine’s food security.
