Partial Unlocking of Import of Mineral Fertilizers by Sea Route in Ukraine

On August 28, the Command of the Naval Forces of Ukraine and the Odessa Regional Military Administration jointly amended the July 18, 2025 order to partially lift the ban on mineral fertilizer imports by sea route.
From now on, restrictions do not apply to complex mineral fertilizers (NPK) that are not explosive and have international safety data sheets (SDS).
Experts from the Ukrainian Agribusiness Club (UKAB) have repeatedly emphasized that extending restrictions to complex mineral fertilizers is a critical mistake.
According to the new rules, Ukrainian ports are allowed to import complex mineral fertilizers meeting the following criteria:
- nitrogen (N) content – no more than 21%
- phosphorus (P) content – 5% and above
- potassium (K) content – 5% and above
- availability of an international safety data sheet (SDS)
Oleg Khomenko, CEO of UKAB, stated that finding a balanced consensus during martial law was challenging, but achieved.
He added that decisions will be made on regulating imports of other fertilizer types important for balanced fertilization of farmers.
